Microsoft has confirmed that Windows XP Service Pack 3 (SP3) will be available for download in an independent installer of April 29 with Service Pack that were added to the MS automatic updates sometime in early summer. 
In a post on the forums of Microsoft SP3 release manager, Chris Keroack, confirmed the availability of third service pack for XP share as follows: 
Today we are pleased to announce that Windows XP Service Pack 3 (SP3) has released to manufacturing (RTM). Windows XP SP3 bits are now working their way through our manufacturing channels to be available to the enterprise and OEM customers. We are also in the final stages of preparation for release into the web (ie you!) On April 29, through Windows Update and Microsoft Download Center. Online documentation for Windows XP SP3, Microsoft Knowledge Base articles and Microsoft TechNet TechCenter Windows XP, will be updated later. For customers who use Windows XP Home, Windows XP SP3 Automatic Update distribution for users at home will begin in early summer. Thanks to everyone here who installed the public beta versions - which not only gave us detailed information, but also helped each other in a timely resolution of problems. Through the beta program we found several important issues and have been able to confirm some essential corrections. We could not have done this without you. We're going to continue to monitor this forum during the coming weeks in case you have more comments on the release of Windows XP SP3. 
SP3 includes all the security updates and hot fixes previously available, as well as a number of updates not least of which is the inclusion of Network Access Protection (NAP) to "assist organizations that use Windows XP to take advantage New features in Windows Server 2008 operating system, "as well as improvements in the detection of black hole router that will be enabled by default but, curiously, Internet Explorer 7 will not be included.
